What does "RTI" mean?

“Ready to issue” permits are often abbreviated as RTI and are only considered such in certain cities like Los Angeles, California.  Permits come after entitlements in the chain of development.  After receiving entitlements to build something, permits need to be applied for, and when they are ready to be issued, they are considered “RTI.”  Ready To Issue status in Los Angeles is the last stage of the process of the permit application before fees are paid and the project becomes “Shovel Ready.”
