What does it mean when a property is "entitled?"
Definition: A property that is entitled has the legal rights and approvals from the City to be developed to the specifications granted.
When a property is entitled, the specific plans that have been submitted to the City have been approved. The plans are key though, and cannot be modified without the entitlements being re-applied for. Entitlements are often sold with a property to improve the value of land, however, due to the specific nature of plans, many times an entitled property has a smaller buying pool than just raw dirt. In City of Los Angeles, all entitlement processes begin at the public counter. Once the entitlement process is complete, the Permit process begins.
